Giving Every Family the Best Start: The Liberal Democrats' Plan to Make Britain the Safest Country to Have a Baby

Bringing a new life into the world should be one of the most joyful moments in a family’s life. It is a time defined by hope, excitement, and anticipation. Yet, for too many families across the UK, the experience is overshadowed by anxiety and fear.

Every parent deserves to feel—and actually be—safe when they walk through the doors of a maternity unit. But right now, the system is failing.


The Reality of a Failing System

The statistics are as heartbreaking as they are alarming. More than half of all maternity units in the country currently fail to meet good standards of safety. We are seeing a worrying rise in complications and injuries, with postpartum haemorrhage cases rising by 13,600 since 2020. Severe tears and emergency c-sections have hit record levels.

Our NHS staff are heroes, working tirelessly under immense pressure. But they are being set up to fail. They are overstretched, under-supported, and working in environments that are frankly not up to scratch. With over half of our maternity units in need of repair, and a staggering 73% of units lacking a consultant presence at night—even though most births happen outside of working hours—the playing field is uneven.

It is time to end the postcode lottery of care.



The Liberal Democrat Rescue Plan

The Liberal Democrats have announced a £600m rescue plan to turn this around. Their ambition is clear: they want to make Britain the safest country in the world to have a baby.

Their plan focuses on practical, evidence-based solutions to rebuild trust and ensure safety:

One-to-One Care: They are guaranteeing one-to-one midwife care for every mother during labour. Support shouldn’t be a luxury; it’s a necessity.
24/7 Consultant Cover: No birth should happen without expert oversight. They will ensure a consultant doctor is present on every maternity ward, 24/7, to eliminate the dangerous 'after-hours' lottery.
Funding for Complex Care: They are reversing the damaging cuts to enhanced care for complex pregnancies and bereavement services, ensuring those who need extra support receive it.
A New Maternity Commissioner: They will appoint a dedicated commissioner tasked with holding the system to account and driving up safety standards nationwide.
Modernising Our Hospitals: They are investing in our hospital estates so that staff aren’t battling crumbling infrastructure while trying to deliver life-saving care.


Investing in Our Staff

The burnout and turnover rates among midwives are unacceptable. We are losing experienced staff precisely when we need them most, leaving junior midwives to manage complex, high-risk deliveries without the senior leadership they deserve.

By focusing on the retention of experienced staff and recruiting the specialists we need, we can reduce the strain on our current teams. This isn’t just about staffing levels; it’s about creating a culture where staff feel supported and empowered to provide the high-quality care they went into the profession to deliver.


A Sound Investment for the Future

Some may ask how we can afford this. The real question is: how can we afford not to?

Last year alone, the NHS paid out a staggering £1.3bn in clinical negligence claims related to maternity care. By bringing all units up to "good" or "outstanding" standards, we will prevent avoidable errors, reduce trauma for families, and stop these massive costs from draining the NHS budget. This plan pays for itself through better outcomes and long-term savings.

Our maternity services are at a breaking point. It is time for a government that prioritizes the safety of mothers and babies above all else. With this plan, we can ensure that every family gets the start they deserve. It’s time for change. It’s time to make Britain the safest place in the world to have a baby.
